1. Because Nokia have fallen back in face of competition from iPhones & Android phones.
2. Nokia signed with Microsoft to use Windows Phone to stand a better chance, so its predecessor Symbian is at fault
3. Its currently Windows Phone 7.5 & only time will tell at this point.

As I understand the main problem was Nokia’s previous CEO who had allowed to much competition between the software developers. The problem was that while Symbian was still in front the developers were fighting to decide which technologies to use for the ui, application framework etc. The result was that Symbian came to a slight standstill for a while and at that exact time Apple’s iPhone and Android came out. People were horrified by how useless the old Symbian Ui was and immediately sweared never to go back to Nokia and have decided Symbian will never be good. This is also what caused Nokia to develop Meemo and Meego wich are now complete dead ends even though the are very good.
Nokia’s software development direction has now been focused after the outsourced the development of Symbian to Accenture till at least 2016. Accenture also maintain Meego on a very small scale (No major updates).
The Symbian 3 Ui on the Nokia N8 was already much better than previous versions though not completely as good as the competition so the lost a few customers there but most left when they bought a N97.
Now Nokia have brought out Symbian (Nokia) Belle, actually they are already at Pr1 which is in my opinion the best OS in the but people don’t want to give it (and Nokia) a second chance which is stupid really. The only problem problem Symbian ever had was the Ui witch is now basically on par with the competition and in Carla will probably be above the competition, Belle already has my favorite Ui but it seems not everyone agrees. Symbian actually has the most powerful kernal in the world allowing it to for example on the 808 PureView with hardware that would be considered weak in Android to process 1 billion pixels per second. The Symbian kernal is also the most robust, stable and secure. So If Symbian can just get a Ui people like (witch would already happen if people just try Belle) it would be back on top again.
Stephen Elop was brought to put Nokia on WP as to keep the shareholders happy because the couldn’t see that Symbian would come back. It was also to please their American customers who are only willing to buy phones with American Software.
I’m not so sure if WP will be able to restore Nokia. I think Symbian would be able to restore Nokia but Nokia’s (Elop’s) new dedication to WP is making it very hard for Symbian to make a come back.
The first step to saving Symbian would be getting it a new name to fend of Symbian haters and then they would have to market this new OS with it’s new name because a lot of people don’t know what Belle or even Symbian is but the do know “Android” and “iPhone”.
One last thing Nokia should do is put something in front of the name of their Belle Smartphones like the “Lumia” in front of their WP’s because if you just say “I have a Nokia” people will think you have a cheap prepaid Nokia. Most people also don’t recognize for example “603″ and still think it’s merely a cheap one.
